The motivation for the Royal Bafokeng Nation (RBN) Master Plan originated from Kgosi Leruo Molotlegi’s vision to diversify from traditional mining activities and enter a new phase of physical and infrastructure development that will create sustainable growth and prosperity for the community.
The RBN Master Plan is a fundamental part of Vision 2035 which is the nation’s long-term strategic plan to address the challenges faced by the Bafokeng by creating opportunities for the community to become economically self-sustaining participants of the regional and national economy and to realise the potential value of the land, which is the single largest asset for the Bafokeng community.
Taking into consideration social and economic factors (land, environmental and transportation issues) as well as a healthy respect for the culture, history and heritage of the community, the plan aims to ensure:

a competitive and vibrant economy that is supported by a well-educated and skilled workforce,

a high quality of life for the RBN residents that is comparable to that of a suburban township in a developed country,

an efficient transportation network and infrastructure that support the activities of residents and businesses, and
- that the traditional culture and heritage of the Bafokeng tribe continues to bind the social fabric of the community for future generations.
The vision reflects the RBN’s aspiration to create a progressive, dynamic and thriving community - a place with quality living, educational excellence, exciting events and a flourishing economy.
Planning and development in the past was largely done on an ad-hoc and piecemeal basis which often lead to inefficient and under-utilisation of Bafokeng’s land. This problem has been further exacerbated by the occurrence of mining operations throughout RBN which further imposed constraints on surrounding land. As a result, the potential value of land, which is the single largest asset for the Bafokeng community, has yet to be fully realised. The RBN Master Plan aims at resolving this as the RBN Master Plan looks at long term physical development in a holistic manner.
The plan is a comprehensive land use strategy that guides the physical development of the nation for the next 30 years and facilitates turning Vision 2035 into reality. Through the judicious planning and allocation of land for optimal use, the community will be inspired to uplift their living standards and create a bright and exciting future for the RBN.
The RBN Integrated Development Strategy seeks to implement projects that would realise the vision and objectives of the RBN Master Plan in the short to medium term. This will be achieved by focusing on the development of specific projects and initiatives that fall within the financial and social infrastructure as well as the community boundaries and values of traditional land tenure systems.
A new company, Moumo Integrated Development (Pty) Ltd (Moumo), has been established to coordinate these tasks in order to create an enabling environment for progress through the instruments of freehold, leasehold and communal hold property.
